Pupil Admission Number Consultation

The Governors at Keighley St Andrew's C of E Primary School are seeking to reduce the pupil admission numbers (PAN) from 45 pupils per academic year to 30 pupils per academic year from September 2027. This change would mean that from September 2027, 30 rather than 45 pupils would be admitted each academic year. Year groups already attending school, would not be affected. 

The decision to reduce the school’s Published Admission Number (PAN) from 45 to 30 has been made following careful consideration of educational, organisational, and financial factors. 

Data from the Office of National Statistics (ONS), shows that the number of births nationally has fallen, with the total number of births in 2020 being the fewest since 2002. Current published forecasts indicate that the number of places required in Reception for the next four intake years across Keighley will continue to fall. This shortfall in pupil numbers creates unpredictability and financial planning challenges. In the best interests of the school’s long-term viability, this step is being taken to establish a more sustainable model moving forward.

Reducing the PAN from 45 to 30 will ensure that the school continues to provide the highest quality of education, tailored to the needs of its pupils, while using resources efficiently and sustainably. This decision reflects a commitment to long-term stability for school, strong pupil outcomes, and the wellbeing of the whole school community. 

As part of this process, school is required to consult with current and prospective families as well as the Local Authority, Diocese and other members of the local community.
